An infrastructure engineering consultancy wanted a new engineer's first year to be a structured capability build rather than a waiting period. Interloop designed a 52-week learning outcome framework inside the HR platform itself.

Implement Zoho People, Recruit and Payroll across six engineering business units, and design a 52-week learning outcome framework that supports probation confirmation with structured capability evidence.
Rodic Consultants delivers engineering, project management and supervision services across highways, urban infrastructure and transport projects, organised into six business units. It is a Great Place to Work certified organisation whose workforce is dominated by technical professionals deployed to client project sites rather than to a central office. Rodic engaged Interloop to implement Zoho People, Zoho Recruit and Zoho Payroll across the full employee lifecycle and, within that scope, to design a learning outcome framework capable of tracking a new engineer's capability development across their first 52 weeks, business unit by business unit. Delivery ran across two phases with distributed enablement and post-go-live support.
The engagement brief covered performance management and probation automation. The conversation that shaped the build happened in discovery, with the business heads rather than with HR. In a consultancy, a new engineer's contribution is a function of how quickly they become deployable on a client project. That makes the first year a capability-building period with a commercial purpose, and it makes the confirmation decision at the end of it a judgement about readiness rather than a calendar event. Asked what a competent first-year engineer in their discipline should be able to do, each business head gave a clear and specific answer — and each answer was different, held in the experience of senior staff rather than in any shared document. That left two things worth building. A way to record what each discipline expects, so the standard is explicit and consistent across cohorts. And a way to see capability developing through the year, so the confirmation conversation draws on something more substantial than an impression formed at the end of it.
Six disciplines, six distinct standards: Each business unit held well-formed expectations for a first-year engineer, but those expectations lived in the experience of senior technical staff rather than in a shared reference.
Visibility across the first year: Between joining and confirmation there was no structured signal on capability development, which left the confirmation conversation relying on recollection.
Grade integrity: Any assessment a reporting manager can adjust reflects the working relationship alongside the capability. Keeping the two separate required the computation to sit outside anyone's discretion.
Sustaining input across 52 weeks: A year-long framework asks senior technical staff for structured input every week. Maintaining that through to the end of a cohort was the principal delivery risk.
A workforce deployed to project sites: Technical staff working from client sites cannot be trained or supported through a single central rollout.
Probation outcomes handled individually: Confirmation, extension and non-confirmation were each tracked and documented by hand.
Interloop followed a structured, eight-step implementation across two delivery phases — discovery and process analysis, a dual blueprint covering both HR policy and the learning framework, dependency-ordered configuration, custom module development, validation against historical outcomes, and distributed go-live supported by business unit champions. The learning framework was the distinctive deliverable, but it depended on the employee record, reporting structure and performance framework being settled first. It was built on top of a completed core rather than alongside one.
Implementation Approach
This engagement deepened Interloop's capability in competency architecture — designing assessment instruments that live inside the HR platform rather than in a separate learning system, where they become part of the operating rhythm instead of another tool to maintain.
In a consultancy, capability is the product. It deserves to be built deliberately.
| Aspect | Before | After (Interloop) |
|---|---|---|
| Discipline standards | Held in the experience of senior technical staff, discipline by discipline | Recorded in one master task list with six business unit views |
| First-year visibility | Capability assessed at the confirmation point | Tracked across 52 weeks, visible to both the engineer and the business |
| Grading | Formed by the reporting manager's judgement | Computed from captured inputs, with manager and business head both contributing |
| Probation outcomes | Confirmation, extension and non-confirmation documented individually | Each carries an automated path with generated letters |
| Learning task definitions | Maintained separately by each business unit | Changed once in the master and applied across all six |
| Support model | Routed to central HR | Business unit champions enabled locally for a site-deployed workforce |

Before vs. After
Rodic confirms new engineers against a written standard and a capability record built across their first year, with six business units working from one master definition and every assessment carrying both a manager's and a business head's perspective. For Interloop, the engagement demonstrated that a competency framework does not require a separate learning platform. Built where the employee record already sits, it becomes part of how the organisation operates rather than another system to maintain — an approach that applies wherever technical capability is what the business sells.
