A single-platform engagement built around one structural idea: a separate requisition form, approved by the company owners, gating every job opening — so the headcount decision happens before sourcing effort begins.

Implement Zoho Recruit as a complete talent acquisition platform, built around a separate manpower requisition form that gates job creation behind owner approval — placing the headcount decision before sourcing effort is committed.
Virtual Optimal operates a remote talent model, sourcing and managing distributed technical staff for client organisations. Hiring is not a support function in this business — it is the operating process, and placement velocity is what the model turns on. Virtual Optimal engaged Interloop to implement Zoho Recruit end to end: organisation setup and security, a manpower requisition process, job and candidate modules, job board and career site integration, interview management with video conferencing, assessments, offer management, and a custom function pushing accepted candidates into Zoho People onboarding. Delivery ran in a single phase with post-go-live support.
In most organisations the headcount decision is taken at the offer. Someone senior approves the salary, and that approval is understood as the control point. By that stage the investment has largely been made. Sourcing time, interviewer hours and candidate expectation are all committed, which means a decision at the offer stage determines whether that effort produces a hire rather than whether the hire should have been pursued. It also means the business-case conversation happens with a candidate waiting, which is the least comfortable moment to have it. For a business whose model depends on placement velocity, moving that decision earlier does two things at once: it protects recruiter capacity for roles the business has committed to, and it makes the offer stage quick, because by then only the salary remains to be confirmed.
The control point sitting after the investment: Headcount approval at the offer stage determines the outcome of effort already committed rather than whether to commit it.
Offer turnaround carrying the business case: With the headcount conversation happening at offer, the candidate waits through a discussion that could have concluded before sourcing began.
Recruiter capacity: Roles that are later deferred consume sourcing and interviewing effort that produces nothing.
Traceability from role to authorisation: Without a recorded link between a job opening and an approving decision, headcount governance is difficult to evidence.
Interview coordination outside the platform: Scheduling handled separately from the hiring stage leaves the two to be kept in step manually.
The handoff into onboarding: Accepted candidates entered into HR by hand introduce re-entry at the point where record quality carries furthest.
Interloop followed a structured, eight-step implementation in a single phase. The architectural work was the requisition design: a separate form connected by lookup to the job opening, rather than additional fields on the job opening itself — because a requisition needs to be able to exist, and to be declined, without a job opening ever being created. Everything else was recruitment configuration executed carefully. This one decision is what changed the process.
Implementation Approach
This engagement established a question Interloop puts to any hiring process review: when a role is declined, how much has already been committed? Where the answer is weeks of recruiter effort, the control point has room to move — and moving it costs one form and one approval route.
Approving an offer decides the outcome of the effort. Approving a requisition decides whether to spend it.
| Aspect | Before | After (Interloop) |
|---|---|---|
| Headcount decision | Taken at the offer, after sourcing and interviewing | Taken at the requisition, before sourcing begins |
| Offer stage | Carried the business case, with the candidate waiting | A salary confirmation against an authorised role |
| Recruiter capacity | Committed to roles that might later be deferred | Directed at roles the business has approved |
| Governance | No recorded link between role and authorisation | Every job opening connected to its requisition by lookup |
| Interview coordination | Scheduled outside the platform | Stage-mapped with video conferencing integrated |
| Onboarding handoff | Accepted candidates entered by hand | Pushed through a custom function into People onboarding |

Before vs. After
Virtual Optimal authorises headcount before sourcing begins, with every job opening traceable to an approved requisition and the offer stage reduced to confirming the salary on a decision already taken. For Interloop, the engagement demonstrated that process governance questions are often placement questions — the approval exists, it simply sits where it can no longer influence the outcome. Identifying that, and rebuilding the process around it, is the contribution that configuration alone does not make.
